Highlights from the International PLUS-Forum “Payment Business and Money Circulation”
On September 9–10, the PLUS Forum ‘Payment Business and Money Circulation’ took place in Moscow.

The event — which I jokingly call “a gathering of CIS fintech friends” — took place in Moscow this week. Here are my key notebook entries from the PLUS Forum 2025:
✔️ Synergy between Russia and Belarus at the level of projects, processes and legislation is gaining momentum.
✔️ Cross-border P2P payment networks, open APIs and integration of banks with crypto businesses are the drivers for the next five years.
✔️ Belarus has everything it needs to build a sustainable crypto industry and become a country where cryptocurrency is properly grounded.
Points to watch:
- In December 2025, NSPK tariffs for cross-border P2P between Belarus and Russia will change — a logical alternative to reduce costs and offer the most competitive conditions.
- While Belarus is grounding crypto, Russia is focusing on open APIs. From 2026, these will become mandatory for major banks, brokers and insurance companies, with widespread adoption planned for 2027.
