HTP 3.0 and cryptobanking: a new phase in digital asset regulation in Belarus

On January 16, Belarus adopted Presidential Decree No. 19 “On Cryptobanks and Certain Issues of Control in the Sphere of Digital Tokens.”
The document marks a transition from an experimental regulatory framework toward a more structured and institutional model for the development of the digital asset market.

For the fintech industry, this step goes far beyond the crypto sector itself. The regulatory changes are expected to influence the broader payments infrastructure and financial ecosystem.

The topic of HTP 3.0 and the emerging cryptobanking model was recently discussed during an industry meeting that brought together representatives of the fintech and legal communities.
